BMC’s INR 17,000 Crore Road Concretisation Project Lags as Deadline Slips to 2027

The Brihanmumbai Municipal Corporation (BMC)’s large road concretisation project has made limited progress, with overall completion rising from 49% in May to 52% at present. The goal of the project is to convert roads across Mumbai into concrete, but the process is still only halfway done despite being launched nearly two years ago.

After the monsoon ended, the BMC resumed work on 729 roads covering a total length of 329.21 km. This includes 586 road stretches where work had been left incomplete earlier. The delay has raised doubts about the January 2026 deadline.

Hence, the BMC has revised the project timeline. The civic body now expects the entire road concretisation drive to be completed by May 2027.

The BMC also decided to prioritise the completion of partially built roads. As per the civic dashboard updated on December 17, the BMC has concretised 798 roads across Mumbai. These roads together measure 194.39 km in length.

On July 23, 2022, then Chief Minister Eknath Shinde directed the BMC to complete the entire project within two years. Work officially began in January 2023. However, nearly two years later, only half of the planned work has been completed.

Despite this progress, a large portion of the project remains pending. Work has not yet started on 737 roads spanning 197.97 km. The island city accounts for the highest number of roads where work has not begun. This is mainly due to an earlier contract that was terminated. 

In contrast, most of the partially concretised roads are located in the western suburbs, where 353 such roads are currently incomplete. The overall plan involves concretising 2,121 roads across Mumbai in two phases. 

These roads together cover a total length of 699.10 km. Of this, 1,175 roads measuring 428.15 km are located in the western suburbs. The eastern suburbs account for 443 roads with a combined length of 139.51 km. The island city includes 360 roads covering 131.45 km.
